My telegram of 31st December 1915. I propose to refuse facilities of the port to any agency of the Texas Oil Company to which Messrs. Sanders Rehders are a party but I have no objection to Messrs. Reiss & Co. paying Messrs. Sanders Rehders a return commission so long as the latter are eliminated

from the agreement with the Texas Oil Company.

The use of cables is included in facilities of the

port. I suggest that you should communicate with Messrs.

Reiss Brothers in London.
